On March 28th, a reporter from China Metallurgical Daily learned from a regular press conference held by the Ministry of Ecology and Environment in March that as of the end of 2022, a total of 207 million tons of crude steel production capacity in China had completed the full process ultra-low emission transformation and been publicly announced. The 480 million tons of crude steel production capacity had completed key engineering renovations such as desulfurization and denitrification of sintered pellets, and closure of material yards. The above-mentioned production capacity accounted for two-thirds of the total production capacity in China. In the first three months of this year, approximately 40 million tons of crude steel production capacity completed the full process ultra-low emission transformation.
Liu Bingjiang, Director of the Atmospheric Environment Department of the Ministry of Ecology and Environment, introduced that in order to promote the ultra-low emission transformation of steel, the Ministry of Ecology and Environment has promoted the implementation of differentiated electricity prices, water prices, environmental taxes and other policies in local areas. More importantly, in times of severe pollution weather emergency, enterprises that achieve ultra-low emissions can independently reduce emissions without affecting production. At the same time, a mechanism has been established that allows for both upward and downward movements. After double random inspections, enterprises that have been publicly announced have been found to have problems and have been revoked. This mechanism has effectively promoted the high-quality implementation of ultra-low emission transformation in the steel industry.
Compared with before the implementation of ultra-low emissions in 2018, in 2022, the PM2.5 concentration in the 10 cities with concentrated steel production capacity in China decreased by an average of 24%, and the ratio of excellent days increased by an average of 7 percentage points, promoting the improvement of environmental air quality in key regions and across the country, The accumulation of ultra-low emissions from steel has driven effective social investment of about 200 billion yuan, driving rapid growth in environmental protection and related industries. Especially, it provides application scenarios for new energy vehicles and drives the rapid development of new energy heavy trucks in China
